Tagantsev Nikolay Stepanovich

1867 taught at St. Petersburg University (until 1882) and at the School of Law. From 1881 in the civil service in the Ministry of Justice, senator, and then chairman of the criminal cassation department. Since 1906 member of the State Council. For a number of years he was chairman of the criminal department of the St. Petersburg Law Society, and in 1915-17, honorary chairman of the Russian group of criminologists. T. adhered to liberal views: he acted as a defender of one of the defendants in the political “trial of the 193s” (1877–78), spoke out against the death penalty, and paid attention to the fight against child crime.

He was one of the initiators and active participants in the drafting of the Criminal Code of 1903; participated in the revision of criminal procedural legislation, in the development of factory legislation and other legislative acts of pre-revolutionary Russia.
