Born in Kyiv, in an artistic family. His father - P. I. Tsesevich - was a famous opera singer, later - Honored Artist of the RSFSR, his mother - Elizaveta Alexandrovna Kuznetsova - graduated from the conservatory, was engaged in concert activities. In 1927 he graduated from the Leningrad University, then studied at the graduate school under the guidance of G. A. Tikhov. Until 1933 he worked at the Observatory of the Leningrad University, taught astronomy and mathematics at a number of universities. In 1933 he was appointed director of the observatory in Dushanbe (now the Institute of Astrophysics of the Academy of Sciences of the Republic of Tajikistan), he worked in this position until 1937. In 1937 he returned to Leningrad, until 1942 he was a professor at the Leningrad Pedagogical Institute. M. N. Pokrovsky and an employee of the Astronomical Institute of the Academy of Sciences of the USSR. Together with his wife and mother, they survived the first winter of the blockade in Leningrad, in 1942 they were evacuated to Dushanbe. In Dushanbe in 1942-1944. worked as a professor at the Odessa Technological Institute of the Canning Industry and the Odessa Pedagogical Institute. Since 1944 - Professor, Head of the Department of Astronomy at Odessa University and Director of the Observatory of this University. He did a lot of pedagogical work, formed a scientific school of researchers of variable stars. In 1948-1950. was also the director of the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR in Kyiv. In 1948 he was elected a corresponding member of the Academy of Sciences of the Ukrainian SSR. Asteroid No. 2498 was named in his honor. V.P. Tsesevich was a member of the CPSU.
