Born on September 4, 1893 in the village of Koziki, Vitebsk Province. In 1910 he graduated from high school in Vitebsk, worked as a secretary in the Vitebsk court. In 1917 he graduated from the Theological Seminary in St. Petersburg and was ordained on May 27, 1917. He entered the Theological Academy in St. Petersburg, but did not finish his studies due to its closure in 1918. Since 1919 he was a vicar of the parish in Polotsk, since 1920 - in the villages of Kamenno-Gubin, Beshenkovichi, Umachi of the Vitebsk deanery. On December 29, 1926 he was arrested in Vitebsk, in March 1927 he was sentenced to 3 years in labor camp and sent to the Solovetsky Special Purpose Camp. From 1927 he was in Kem, then he was sent to Popov Island, later transferred to the construction of the Kem-Ukhtinsk road. In 1930, he was released from the camp and exiled to Arkhangelsk; in 1932 he was transferred to the village. Donskoye, Ust-Kulomsky district. July 11, 1933 released from exile, August 22, 1933 returned to Vitebsk. Vicar General Fr. Petr Avglo was appointed rector of two churches in Vitebsk, on October 14, 1933 he was again arrested. October 31, 1933 sentenced to 3 years of exile (PP KOSHU). Sent to the Arkhangelsk region, where in 1935 he was again arrested. May 29, 1935 sentenced under Art. 58-10 of the Criminal Code of the RSFSR for 3 years of ITL (PP OSO at KOGPU). He was sent to the Mariinsky department of Siblag, on May 28, 1936 he was transferred to Norillag, and from September 1937 he was in the Norillag department at the station. Kolargon w. d. Norilsk-Dudinka, where he worked as a paramedic in a hospital. August 6, 1941 the sentence was extended to 10 years, was transferred to the Tugachin branch of the Kraslag (Krasnoyarsk Territory). On May 29, 1945, he was released from the camp without the right to leave, so he remained to work in the camp as a civilian. June 6, 1946 allowed free residence. He returned to Latvia, was sent to serve as rector of the parish in Leningrad, but did not receive a residence permit there, so in October 1946 he was transferred to the parish in the village. Posino (Latvia). November 8, 1949 arrested again, sentenced to life exile in Siberia. From 1949 he was in exile in the village. Aban of the Krasnoyarsk Territory, from where he was released on September 22, 1954. He returned to Riga, from November 1954 - rector of the parish in Pridruisk. In 1958 the active work of Fr. Joseph in the parish led to the fact that the authorities forbade him to serve. Settled in Riga. Wrote memoirs. Since 1978 he began to help the rector of the church of St. Albert. September 27, 1983 died in Riga.
