Genus. in 1945. In 1962 he graduated from high school. Participant of the Christian Seminar in Moscow. Member of the Christian seminary. Arrested 02/08/1980 in Moscow. Taken to Smolensk, charged under Part 1 of Art. 196 of the Criminal Code of the RSFSR and charges under part 1 (“Forgery ... of a document ...”) and part 3 (“Using a knowingly forged document”) of this article. The accusation was based on the fact that Burtsev, who had organized the brigade to work in Surgut since August 1979, enrolled Popkov in it. He gave Burtsev a work book and wrote a statement, but at the last moment he was unable to go. Burtsev took another worker in his place, who received a salary for Popkov. At the end of the work, in order to get Popkov's work book back, Burtsev wrote a letter of resignation on his behalf. Convicted on 08-09.04.1980 in Smolensk: Popkov - under Part 1 and Part 3 of Art. 196 and Art. 209 of the Criminal Code of the RSFSR, Burtsev - under part 1 of Art. 196 of the Criminal Code of the RSFSR, each for 1.5 years in general regime camps. 04/09/1991 ordained by Archbishop Gregory of Mozhaisk. He was a deacon in Novodevichy. Listed as a founder of the Russian Orthodoxy Foundation since 1997 (with Lorgus).
