Arrested on January 2, 1980 in Smolensk for 15 days. On January 4, 1980, the period during which he was supposed to find a job expired: the administration of the institutions where he applied first agreed to take him on, and then refused. Charges were brought under Art. 209 of the Criminal Code of the RSFSR ("... maintaining a different parasitic lifestyle for a long time"). On January 24, 1980, a search was carried out at his apartment. The mother was told that her son was suspected of selling diamonds, and if this was not confirmed, he would be tried under Art. 209. 02/08/1980 Burtsev was arrested in Moscow. He was taken to Smolensk and charged under Part 1 of Art. 196 of the Criminal Code of the RSFSR and charges under Part 1 ("Forgery... of a document...") and Part 3 ("Use of a knowingly forged document") of this article. The accusation was based on the fact that Burtsev, who organized a brigade to work in Surgut since August 1979, included Popkov in it. He gave Burtsev his work book and wrote a statement, but at the last moment he was unable to go. Burtsev took his place in another worker who received Popkov’s salary. At the end of the work, in order to get Popkov’s work book back, Burtsev wrote a letter of resignation on his behalf. Convicted on April 8-09, 1980 in Smolensk: Popkov - under Part 1 and Part 3 of Art. 196 and art. 209 of the Criminal Code of the RSFSR, Burtsev - under Part 1 of Art. 196 of the Criminal Code of the RSFSR, each for 1.5 years in general regime camps.
