Genus. in 1882 in the city of Vilkomir, Kovno province; e lie. In 1918-19, member of the All-Russian Executive Committee of Railway Workers. From 1918 to 1922 in the executive committee of the Moscow Council of Workers' and Soldiers' Deputies. From 1921 on the Executive Committee of the Comintern (ECCI), from 1923 to 1935 its secretary. Candidate member of the Central Committee of the RCP (b) (1920-1921). Member of the Central Control Commission of the CPSU (b) (1924-1927). Member of the Central Committee of the All-Union Communist Party of Bolsheviks (1927-1937). In 1934-1937 - Head of the political and administrative department of the Central Committee of the All-Union Communist Party of Bolsheviks. Lived in Moscow, st. Serafimovicha, 2 (Government House), apt. 400. Arrested on July 27, 1937, accused of leading a communist revolution. organization in the Comintern, preparation of a terrorist attack, espionage for Japan. Sentenced on July 28, 1938 by the Military Collegium of the Supreme Court of the USSR to VMN. Shot on July 29, 1938. Rehabilitated by the Military Commissariat of the USSR Armed Forces in 1956.
