In 1974, he was expelled from the CPSU for criticizing Marxism and human rights activities. Member of the Soviet branch of Amnesty International. 04/18/1975 arrested “for conducting anti-Soviet agitation and propaganda”, later amnestied as a participant in the war. 11/09/1976 - one of the founding members of the Ukrainian public group for promoting the implementation of the Helsinki agreements, the first chairman of the UCG. 07/01/1977 sentenced by the court in the city of Druzhkovka, Donetsk region (the “Rudenko-Tikhiy trial”), under Article 62 Part 1 of the Criminal Code of the Ukrainian SSR to 7 years in maximum security camps and 5 years in exile. He served his sentence in a strict camp regime in Mordovia and the Perm region. exile - in the Altai Territory. Released in December 1987. In 1987 he emigrated to the USA, in 1988 he was deprived of Soviet citizenship. He worked at radio stations "Freedom" and "Voice of America" ​​in Germany and the USA. Chairman of the Foreign Representative Office of the Ukrainian Helsinki Group and UHG. He returned to Ukraine in 1990. In the same year, he was restored to Soviet citizenship.
