Member of the Communist Party since 1897. In 1912, elected to the 4th State Duma from the workers of the Yekaterinoslav province; During his stay in the Duma, he made 32 speeches, exposing the anti-people policies of the tsarist government, and was the chairman of the Bolshevik faction. In November 1914, together with other Bolshevik deputies of the Duma, he was arrested and in February 1915 sentenced to eternal settlement in the Turukhansk region. During the February Revolution of 1917, commissar of the Yakut region. Delegate to the 2nd All-Russian Congress of Soviets. From November 1917 to March 1919 People's Commissar of Internal Affairs of the RSFSR; participated in the development of the organizational structure of the bodies of Soviet power and the first Constitution of the RSFSR (1918); member of the Soviet delegation at peace negotiations with Germany, signed the Treaty of Brest-Litovsk in 1918. In 1919, chairman of the All-Ukrainian Revolutionary Committee. In 1919-1938 he was the chairman of the All-Russian Central Executive Committee, in 1922-1937 one of the chairmen of the Central Executive Committee of the USSR, in 1937-1938 deputy chairman of the Presidium of the Supreme Soviet of the USSR.
