Born in 1944 In 1967 he graduated from the Moscow Aviation Technology Institute. Submitted documents to travel to Israel. In January 1976, the Chernobylsky family was refused for reasons of secrecy. Participated in demonstrations of Jewish refuseniks. Repeatedly arrested and sentenced to fifteen days in prison. In 1981, he was arrested on trumped-up charges and sentenced to one year in a corrective labor colony. Released in November 1982. One of the founders and leaders of the movement for obtaining Israeli citizenship by refuseniks. Lived in Israel since 1989
