During 1969-1983. was arrested 6 times. Spent 15 years in prison for "spreading views discrediting the Soviet system." In 1975-1976. spent a 303-day hunger strike in Omsk prison. He was released in 1986. In 1983, he was the founder-editor of the illegal Information Bulletin of the Initiative Group of Crimean Tatars named after Musa Mamut. In 1987 he moved to Bakhchisarai. In 1987-1989. - Head of the Central Initiative Group of the National Movement of the Crimean Tatars. 1989-1991 - Head of the Organization of the Crimean Tatar National Movement. Since 1991 - head of the Mejlis of the Crimean Tatar people, president of the Crimea Foundation. Since 1999 - head of the Council of Representatives of the Crimean Tatar people. 1998-2007 - People's Deputy of Ukraine III-V convocations. Since 2007 - People's Deputy of Ukraine of the VI convocation from the bloc "Our Ukraine - People's Self-Defense". Head of the Subcommittee on Indigenous Peoples, National Minorities, Ethnic Groups, Deported Peoples and National Minorities of the Verkhovna Rada Committee on Human Rights, National Minorities and Interethnic Relations.
