In 1956 expelled from the institute for “ideologically harmful statements.” In 1958-1960 organized a circle of students engaged in studying Jewish history, collecting and disseminating information about Israel. Detained and interrogated by the KGB; expelled from the institute for “Jewish nationalism.” After returning from the army in 1964, he organized a Zionist group in Leningrad (A. Shpilberg, V. Mogilever, B. Tovbin, etc.). He distributed Samizdat and information about Israel, and maintained contact with Zionists in Riga, Moscow, Chisinau and other cities. Participated in the work of the All-Union Coordination Committee of the Zionist Movement (VKK). In 1969 submitted an application to travel to Israel, was refused, after which, together with his comrades, he entered into an open struggle with the authorities of the USSR for the freedom to travel to Israel.
Arrested on June 15, 1970 during a large-scale punitive operation carried out by the KGB in connection with the Airplane Case. Accused of distributing anti-Soviet literature (i.e., “Jewish samizdat”) and “harboring stolen state property.” Sentenced by the Supreme Court of the MSSR on June 30, 1971 under Article 67, Part 1 of the Criminal Code of the MSSR, 72, 189 Part 1 of the Criminal Code of the RSFSR to 5 years in a penal colony. Served his sentence in Dubravlaga, Perm camps and Vladimir prison
In prison he continued his Zionist work. Released in June 1975. under the conditions of administrative supervision, but soon received permission to travel to Israel.
