Genus. in 1932. In 1948, during an industrial practice after graduating from the Art and Trade School, he received a traumatic injury and underwent amputation of both legs. Disabled worker of the 1st group. In 1956, he organized a demonstration of wheelchair users near the building of the Central Committee of the CPSU. He was among the five elected to participate in negotiations with representatives of the Central Committee. At the same time, he tried to create a group designed to protect the rights of people with disabilities.
In 1958 he graduated from the Stroganov School (specialty - the artist of arts and crafts). For many years he could not get a job. Finally, in 1964, he entered the Special Design Bureau, where he worked as a designer and received 8 copyright certificates. A few years later, he moved to the Combine of Decorative and Design Art, where he worked under contracts. In the 1970s he was at the center of dissident activity, in particular, under the auspices of the MHG, he organized the Initiative Group for the Protection of the Rights of the Disabled. The authorities "paid attention" to Kiselyov: searches, beatings, punctured tires of an invalid "Zaporozhets". In 1981, "as a result of an accidental fire," Kiselevka, his hospitable home, burned down.
During the years of perestroika, Yuri Ivanovich actively participated in the new democratic movement. In recent years, he worked at the Moscow Center for Human Rights, led a public reception for the disabled.
