Genus. 04/08/1949 in the village Lenino (Stavki) Radomyshl district, Zhitomir region. In 1967-1972. studied at the Faculty of Philology of Kyiv University. In the spring of 1968 made several photo prints of I. Dzyubi’s treatise “Internationalism or Russification?”, intensively distributed Ukrainian samizdat among students. 1972 helped V. Lisovy and E. Pronyuk publish “Ukrainian Bulletin” (UV), vol. VI, and “Open letter to members of the Central Committee of the CPSU and the Central Committee of the Communist Party of Ukraine.” Since August 1972 Ovsienko worked as a teacher of Ukrainian language and literature in the village. Tashan, Pereyaslav-Khmelnytsky district, Kiev region, where he wrote the article “Dobosh and the rebels, or the end of the sixties,” and made literary notes, which were later used by the investigation to blackmail the mental hospital. Arrested 03/05/1973 on charges of carrying out ASA (Article 62 Part I of the Criminal Code of the Ukrainian SSR) in the form of distributing samizdat literature. 06.12.1973 together with E. Pronyuk and V. Lisov, the Kyiv Regional Court sentenced him to 4 years in maximum security camps. In the Mordovian camps ZH-385/19 (village Lesnoye, Tengushovsky district) and 17-A (village Ozernoye, Zubovo-Polyansky district) he took part in protests. 08/20/1976 at the “prevention” in the Kyiv KGB, he refused to admit guilt. Having been released on March 5, 1977, he lived under administrative supervision in his native village and worked on a collective farm as a graphic designer. He maintained extensive written contacts with dissidents and their families. His information about the events in the Mordovian camps was published in the Chronicle of Current Events and used by the Ukrainian Helsinki Group. 07-08.02.1979 Convicted by the Radomyshl District Court to 3 years in prison under Art. 188-1 part II. His text “Instead of the last word” became famous in the West. He served his sentence in zones No. 55 (Volnyansk, Zaporozhye region) and No. 71 (Korosten, Zhytomyr region). 06/09/1980 KGB Major Tchaikovsky announced to Ovsienko that a case had been initiated against him under Part II of Art. 62 and suggested writing a repentance article for the newspaper condemning the activities of UHG. Convicted by the Zhytomyr Regional Court on August 23-26, 1981. Served his sentence in camp VS-389/36, from 12/08/1987. - in zone 389/35. Pardoned by decree of the Verkhovna Rada of the USSR dated August 12, 1988, released on August 21. 1988 Participant of the expedition for the reburial of V. Stus, O. Tikhy and Y. Lytvyn in November 1989. and creation in the village. Kuchino, Perm region. Memorial to the victims of totalitarianism. In 1996 A book of essays and memoirs by O. “The World of People” was published - about V. Stus, O. Meshko, Yu. Litvin. The author of a number of publications on the human rights movement, he conducts extensive educational activities. 01/12/2000 Ovsienko was awarded the prize. Vasyl Stus for journalism.
Died on July 19, 2023 in Kyiv, buried on July 21, 2023 in the village of Stavki, Radomyshl district, Zhitomir region.
