Born in 1896 in the village of Trubetchino, Saratov Governorate; Russian; from the civil servants; higher education - graduated from the law faculty of Leningrad State University in 1927; member of the Socialist Revolutionary Party from 1915 to 1918. Participant in World War I. He was arrested in 1918 for counterrevolutionary Socialist Revolutionary work. Before his arrest, he was a legal adviser to the "Red Case Maker" artel. Lived in Leningrad on V.O., Syezdovskaya St., Bldg. 7, Apt. 3. Arrested on 13.02.1938. Sentenced on 20.03.1938 by a special troika of the Leningrad Region NKVD to capital punishment. Executed on 09.04.1938. Rehabilitated by the decree of the Presidium of the Leningrad City Court on 27.04.1957.

On December 20, 2015, a personal memorial sign was installed on house No. 7 on Kadetskaya Line in St. Petersburg in memory of V.I. Shmelev as part of the Last Address project.
