A native of the city of Yegoryevsk, Ryazan province, from the family of an employee. He studied at the Faculty of Law of Moscow University, and as a student joined the revolutionary movement. In 1915 he was drafted into the army, graduated from military school and became an ensign. He served in the reserve regiment in Yegoryevsk, Ryazan province. In February 1917 he was elected chairman of the regimental committee. In March he joined the RSDLP(b), then became chairman of the Yegoryevsk Council of Workers' and Soldiers' Deputies. At the First Congress of Soviets he was elected a member of the All-Russian Central Executive Committee, where he worked as secretary of the Bolshevik faction. He was a member of the Military Organization under the Central Committee of the RSDLP(b). He was an active participant in the October armed coup in Petrograd. On October 23 (November 5) he was appointed by the Petrograd Military Revolutionary Committee as commissar of the Peter and Paul Fortress, whose guns fired at the Winter Palace on October 25 (November 7). Since December 1917, extraordinary commissioner of the security of Petrograd. In June-July 1918, a member of the RVS of the Eastern Front. From November 1918 he worked in the Cheka in various positions related to railway transport. From 1921 to 1922, head of the Transport Department of the Cheka, from February 1922 to October 1931, head of the Transport Department of the GPU - OGPU of the USSR. From October 26, 1929 to October 7, 1931, member of the OGPU board under the Council of People's Commissars of the USSR. From December 16, 1929 to October 7, 1931, Deputy People's Commissar of Railways of the USSR. From October 7, 1931, he became the 2nd Deputy People's Commissar of Transport of the USSR, and then from September 21, 1932, he became the 1st Deputy People's Commissar of Transport of the USSR. On August 3, 1935, he headed the Central Directorate of Highways and Automobile Transport under the Council of People's Commissars of the USSR, which became part of the NKVD (GUSHosDor NKVD USSR). Since 1934, candidate member of the Central Committee of the All-Union Communist Party of Bolsheviks. On March 27, 1936, he headed the Main Directorate for the Construction of Highways of the NKVD of the USSR, and from July 5 of the same year, Commissioner of State Security of the 1st rank. On May 25, 1937 he was arrested. Convicted by the Military Collegium of the Supreme Court of the USSR on December 2, 1937 for counter-revolutionary activities, sentenced to death.
