Kaisarov Vladimir Dmitrievich
Born on March 28, 1878 in Kyiv in the family of an employee. Russian. He graduated from the Cadet Corps, military engineering school and the Military Engineering Academy. Participant in the Russian-Japanese War. Deaf (lost hearing as a result of concussion). Non-partisan. He served in the tsarist army until 1917 as a military engineer with the rank of captain. After the revolution, he worked in the newspaper "Red Army" and others. In the spring of 1921, he was appointed chairman of the Special Geographical Scientific Commission for the compilation of the "New Large World Geographic Atlas." He finished work on the atlas in 1928. Since 1929, he has been the head of the group in the Leningrad department. Soyuztrans.
Arrested by the OGPU on August 21, 1932 for the article “The Military Power of Germany.” Charged under Art. 58-11. By resolution of the meeting of the Visiting Collegium of the OGPU dated December 9, 1932, he was released.
