Born in 1884 in the village of Volkova, former Ryazan province, from peasant kulaks, special settler, literate, family man. Served in the tsarist army as a sergeant major.

Based on the GATO case (F. R-1041, op. 1, d. 671): in 1926 he lived in Tomsk region, Zyryansky district, village of Cherdaty. Deprived of voting rights in 1926 for counterrevolutionary activities. Convicted of the murder of a policeman (1926) under Art. 58, paragraph 8 of the Criminal Code to 10 years of personal imprisonment, served his term. By 1940 he lived in the village of Sukhoi Log, Zyryansky district, Novosibirsk region.

From the Decision of the Judicial Collegium for Criminal Cases of the Supreme Court of the RSFSR dated March 29, 1940: “Baukov Pavel, being hostile to the Soviet power back in 1919, was a member of the punitive detachment of Kolchak’s officer Karzilov [Korzilov], operating in the Zyryansky region, led an active struggle against the Soviet power, personally carried out torture and executions of red partisans.

In January 1934, after serving his sentence for a terrorist act against a local police officer, Baukov Pavel began to identify anti-Soviet elements from among the special settlers and recruit them into a counter-revolutionary insurgent organization. Baukov Pavel carried out this counter-revolutionary work until his arrest. He recruited 11 people into the counter-revolutionary organization. The insurgent counter-revolutionary group set its ultimate goal as the overthrow of Soviet power through an armed uprising."

On February 24, 1940, the Novosibirsk Regional Court charged him under Articles 19-58-2, 58-10 Part 1, and 58-11 of the Criminal Code and sentenced him to the highest measure of punishment -- execution. His subsequent fate is unknown.
