Born in 1883 in Friedrichstadt district of Courland province; Latvian; member of the All-Union Communist Party (Bolsheviks) in 1925-1937. Manager of the Soyuzlesotar trust. Lived in Leningrad, Zhores embankment, 10, apt. 12. Arrested on 28.08.1937 by the NKVD Directorate for Leningrad Oblast. Sentenced   26.01.1938 by the resolution of the Commission of the NKVD and the Prosecutor of the USSR under Art. 58-6, 58-8, 58-9, 58-11 of the Criminal Code of the RSFSR to capital punishment. Shot on 04.02.1938 in Leningrad. Rehabilitated by the determination of the Military Collegium of the Supreme Court of the USSR dated 07.04.1956.

On August 14, 2016, a personal memorial sign was installed on the building at 12 Kutuzov Embankment in St. Petersburg in memory of Luther I.G. as part of the Last Address project.
