Mints Alexander Lvovich
Definition: Soviet radio physicist, engineer and organizer of science, developer of communication and radar systems; one of the creators of the long-range detection radar and the Soviet synchrophasotron in Dubna; engineer-colonel (1944), professor (1934), academician of the USSR Academy of Sciences (1956), Hero of Socialist Labor (1956).

Born into the family of a Rostov factory owner, Jewish, unemployed. Graduated from the People's University. A.L. Shanyavsky in Moscow (1918). In 1916–1918, while still a student, he worked in the laboratory of Professor P.P. Lazarev and there he made his first invention - a device for jamming enemy radio stations. In 1920 he was almost shot by the Budennovites, but as a result he headed the radio division of the 1st Cavalry Army . Since 1928 in reserve, head of the Bureau of Powerful Radio Construction in Leningrad. Since 1930 - Director of the Industry Radio Laboratory of Transmitting Devices of the All-Union Electro-Weak Current Association. In 1931 he was arrested and sentenced to 5 years in a labor camp, but was soon released and appointed head of the construction of a heavy-duty radio station. Since 1935 - chief engineer and scientific director of the established "Powerful Radio Engineering Plant" named after. Comintern. In 1930, he organized the first television laboratory in the USSR in Leningrad. In 1932 he graduated from the Moscow Electrotechnical Institute of Communications Engineers as an external student. Since 1937 - chief engineer and scientific director of Scientific Research Institute-33 (now Scientific Research Institute "Vector"). Since 1934, he has also been a professor at the Leningrad Educational Communications Plant (now St. Petersburg State University of Telecommunications named after Prof. M.A. Bonch-Bruevich). He supervised the design and construction of powerful radio stations, of which the largest were: them. All-Union Central Council of Trade Unions (1929), named after. Comintern (1933), RV-96 (1938). He developed a number of the latest models of radio equipment and instruments, many of which were produced by industry and were put into service with the Red Army. In 1920–1938 he patented about 50 inventions. Doctor of Technical Sciences (1934). 05/07/1938, shortly after returning from a business trip to the USA, he was arrested again. While under investigation, he worked in the “Department of Special Design Bureaus of the NKVD of the USSR.” 05/28/1940 sentenced under Art. 58-1, 58-7 and 58-11 of the Criminal Code of the RSFSR to 10 years of labor camp; released on July 10, 1941 with his criminal record expunged by personal order of Stalin. Rehabilitated 09/01/1956. Awarded two Orders of the Red Banner (1934, 1943), four Orders of Lenin (1951, 1953, 1956, 1964), two Orders of the Red Banner of Labor (1934, 1943), laureate of two Stalin (1946, 1951) and Lenin (1959) prizes.
