Genus. in 1935 in Daugavpils (Latvia); graduated from the Riga Polytechnic Institute and the Leningrad High School; worked as a shift foreman at the Riga Electrical Machine Building Plant, as a process engineer; was secretary of the Komsomol committee of the plant, secretary of the Komsomol committee of the Riga Polytechnic Institute, second and first secretary of the Riga city Komsomol committee; since 1968 - Secretary of the Central Committee of the Komsomol of Latvia; since 1969 - in party work: deputy head of the department of the Central Committee of the Communist Party of Latvia, first secretary of the Leningrad district committee of Riga; 1982-1984 - Minister of Local Industry of the Latvian SSR; since 1984 - Chairman of the Riga City Executive Committee; in April 1990 he was elected first secretary of the Central Committee of the Communist Party of Latvia; elected people's deputy of the USSR (1989-1991); On August 23, 1991, he was arrested for supporting the State Emergency Committee and sentenced to 8 years in prison.
