Born in 1895 in the locality of Gnina-Apolów, Kutnovsky District, Warsaw Governorate (Poland); Polish; secondary education; member of the All-Union Communist Party (Bolsheviks) from 1916 to 1937. Deputy head of the 19th workshop of the Stalin Plant. Lived in Leningrad, Stachek Street, Building 46, Apt. 88. Arrested on August 20, 1937 by the NKVD Directorate for the Leningrad Region on charges of participating in a Trotskyist sabotage organization. On September 21, 1939, by a resolution of the Investigative Unit of the NKVD Directorate for the Leningrad Region, the case against Smalchevsky was closed due to insufficient evidence, and he was released from custody. In 1950, he was awarded the Stalin Prize, third degree, for outstanding inventions and radical improvements in production methods.
