Born in 1902 in Baranovichi, Minsk Governorate. Participant in the Civil War from 1919, fought on the Western Front in special purpose units (ChON), as a political instructor of a rifle company. From December 1921 in the service of the Red Navy. Graduated from the Naval Preparatory School, the Naval Hydrographic School, tactical courses at the Naval Academy. From 1932, submarine division commander, then commander of the 5th submarine brigade   in the Pacific Fleet, captain of the 2nd rank . 0 05/07/1938 arrested, accused of connections with arrested "enemies of the people", of espionage for Poland, England and Japan and of sabotage. Sentenced by the military tribunal of the Pacific Fleet on 08/17/1939 under Art. 58-7 of the Criminal Code of the RSFSR to 15 years in a labor camp with disqualification for 5 years, stripped of his military rank and awards. Imprisoned in Olga Bay in the Pacific Ocean. In May 1940 released "due to lack of evidence of the charge", reinstated in rank.
