One of the founders of the Lithuanian Helsinki Group (founded on December 1, 1976). In 1977, he left the Soviet Union at the invitation of Berkeley University. By decree of the Presidium of the Supreme Soviet of the USSR dated June 14, 1977, he was deprived of Soviet citizenship. In exile he maintained close relations with Joseph Brodsky and Czeslaw Milosz.
