Chernov Stepan Stepanovich
Head of the Special Purpose Police Department of the Tomsk Regional Directorate of the NKGB-NKVD of the Novosibirsk Region, Junior Lieutenant of the State Security Service (1941)
Member of the Communist Party since September 1929 (1925?); member of the Komsomol in 1920-30. A worker, Russian, primary education. Worked as a blacksmith. In 1927-30 he served in the Red Army, junior commander. In 1929 he was expelled from the All-Union Communist Party (Bolsheviks), reinstated on March 8, 1930 with a reprimand. In the OGPU-NKVD since 1930.
In May 1930, he worked in the commandant’s office of the Tomsk regional department of the OGPU of the Siberian region.
In September 1932, he was a trainee in the special department of the Tomsk operational sector of the PP OGPU ZSK.
From 11.11.1933 ZNPO for operational work of the Tisul MTS of the Tyazhinsky district of the ZSK (and in July 1934).
From March 1936, party organizer of the special department of the Tomsk City Directorate of the NKVD ZSK (and in July 1936), GB sergeant (March 22, 1936).
From April 1936 to October 15, 1936, he worked as a colonel of the 232nd Rifle Regiment of the Special Department of the 78th Rifle Division in Tomsk. (As of August 1936, he was possibly assistant to the authorized representative of the Kupinsky RO of the NKVD of the Legislative Assembly.)
Until September 1937, he worked part-time at the Tomsk Regional Directorate of the NKVD of the Legislative Assembly of the Krasnodar Territorial District.
From about September 1937 (and July 1939) head of the Toguchinsky RO of the NKVD ZSK-NSO, junior lieutenant of the State Security Service (since 1938).
On September 15, 1939, the Tomsk City Committee of the All-Union Communist Party (Bolsheviks) approved the head of the water department of the Tomsk City Directorate of the NKVD of the Novosibirsk Region.
From June 1941, head of the SPO of the Tomsk City Directorate of the NKGB-UNKVD of the Novosibirsk Region, party organizer of the NKVD City Directorate.
On September 3, 1941, the Tomsk City Committee of the All-Union Communist Party (Bolsheviks) expelled him from the party and brought him to trial for drunken disorderly conduct and beating a station attendant.
On February 19, 1942, the Novosibirsk Regional Committee of the All-Union Communist Party (Bolsheviks) re-established the party and issued a severe party reprimand for a drunken brawl.
No later than September 1942, he was transferred to the Yurginsky District; in 1942–43, he headed the Yurginsky Regional Directorate of the NKVD of the Novosibirsk Region-Kemerovo Region, “uncovered” a number of counterrevolutionary organizations and individual “anti-Sovietists.” Yurginsky Regional Directorate of the All-Union Communist Party (Bolsheviks)
On May 15, 1943, he was expelled from the party for disrupting work, attempted rape, drunkenness, speculation, and misappropriation of material evidence—70 kg of flour, etc.; he also illegally received food ration cards from three organizations.
21-29.5.1943 The Kemerovo Regional Committee of the All-Union Communist Party (Bolsheviks) instructed I.M. KIRYUSHKIN to bring Ch. to criminal responsibility for embezzlement of state funds.
On September 22, 1943, the CPC under the Central Committee of the All-Union Communist Party (Bolsheviks) decided to review the case of Ch.
In 1944, the head of the special group of the OK plant No. 75 in the city of Yurga, Kemerovo region.
