He worked as a secondary school teacher in the Sverdlovsk region (1951-1954); director of a seven-year school in the Leningrad region (1954-1957), then editor, deputy editor-in-chief of Uchpedgiz (1958-1961). Senior researcher, head of the sector of the Research Institute of Industrial Training of the USSR Academy of Pedagogical Sciences (1961-1970). Since 1970 - freelance scientist. During perestroika - People's Deputy of the USSR (1989-1992); was a deputy of the Supreme Soviet of the USSR.
Since the early 1960s, he took an active part in the dissident movement, edited samizdat publications: the Political Diary magazine, the 20th Century almanac. On March 19, 1970, together with Academician Sakharov and Valentin Turchin, he published an open letter to the leaders of the USSR about the need to democratize the Soviet system. Medvedev’s books “To the Judgment of History” and “They Surrounded Stalin” were published in the West. Member of the CPSU since 1959, in 1969 expelled from the CPSU for writing the book “To the Court of History.” In 1989, he turned to the Party Control Committee of the CPSU Central Committee with a request to reinstate him in the ranks of the party. As a result, he was reinstated in the ranks of the CPSU, maintaining his seniority since 1959. After the collapse of the USSR; since 1991 (together with Professor A.A. Denisov and USSR pilot-cosmonaut V.I. Sevastyanov) - co-chairman of the Socialist Workers' Party of the Russian Federation.
