Genus. in 1930 in Fergana. In 1955 he graduated from the Central Asian Polytechnic Institute, Uzbek. He worked as an engineer, head of the construction site of the Ferganavodstroy trust, and chief architect of the city of Margilan. In 1958 he joined the CPSU. Since 1962, he was in Soviet and party work, holding the positions of chairman of the Fergana City Council, secretary of the Syrdarya regional committee of the Communist Party of Uzbekistan, and employee of the CPSU Central Committee.
In 1972-1974. - Chairman of the Namangan Regional Executive Committee, from December 1974 - First Secretary of the Andijan Regional Party Committee, from December 1978 - Chairman of the Presidium of the Supreme Council of the Uzbek SSR, from 03.11.1983. to 01/12/1988 - First Secretary of the Central Committee of the Communist Party of Uzbekistan. On March 4, 1984, he was elected as a deputy of the Supreme Soviet of the USSR (11th convocation). During the period of “perestroika” he was accused of corruption, in May 1988 he was removed from the Presidium of the Supreme Soviet of the USSR, in November - from the Central Committee of the CPSU, on January 12, 1988 he was removed from the post of First Secretary of the Central Committee of the Communist Party of Uzbekistan.
On December 27, 1989, he was sentenced to 12 years in prison in the “Cotton Case”. Released in 1990.
