Genus. 08/05/1958 in Chernivtsi, Ukrainian SSR. He graduated from high school in Kostroma. He entered the Pedagogical Institute at the Faculty of Foreign Languages. In 1978 he transferred to the Moscow Pedagogical Institute. In 1979, he applied to emigrate to Israel, which is why he was expelled from the institute. By 1980, he was refused permission to leave the USSR and entered the category of “refuseniks”.
In 1977 began to study Hebrew, in 1979 he began to teach Hebrew himself, was one of the founders of the underground Hebrew study network in many cities of the USSR, including Moscow, Minsk and Kharkov. In September 1984 for his Zionist activities and teaching Hebrew, he was arrested by the KGB. In December 1984 convicted "for possession and use of drugs" and sentenced to 3 years in prison. He served a term of imprisonment in Buryatia, where he was badly injured while doing hard work. After treatment in hospitals in Buryatia and Novosibirsk, he served further imprisonment in a colony in the Novosibirsk region. Released early in 1987
immigrated to Israel with his wife and daughter. He became the 12th Minister of Absorption of Israel (1996 - 1999), since 2009. - 7th Minister of Information and Diaspora of Israel.
