On September 20, 1937, the Bureau of the Semikarakorsky Regional Committee of the All-Union Communist Party of Bolsheviks and on September 29, 1937, the Bureau of the Rostov Regional Committee of the All-Union Communist Party of Bolsheviks was relieved of their positions and expelled from the ranks of the All-Union Communist Party of Bolsheviks as an enemy of the people.
