Genus. in 1883 in St. Petersburg in the family of a military engineer. In 1905 he graduated from the Naval Cadet Corps, in 1912 - officer artillery classes. Participant in the First World War, flagship artilleryman of a brigade of battleships, senior officer of the battleship "Slava" (captain 2nd rank). In 1917, as commander of the destroyer "Turkmenets Stavropolsky", went over to the side of the Bolsheviks. Participated in the Ice Campaign of the Baltic Fleet. In 1918–1919 he commanded the destroyer Mecheslav, a cruiser, and was the chief of staff of a detachment of active ships in the Baltic Sea. In 1919 - commander of the battleship "Andrei Pervozvanny". From 1921, head of the mine division, then chief of staff of the naval forces of the Baltic Sea. In 1926 he completed academic courses at the Naval Academy. From 1927 he was commander of a brigade of battleships of the Baltic Sea. Since 1932 commander of the Baltic Fleet. With the introduction of personal ranks into the Red Army - fleet flagship of the 2nd rank. Since 1937, Deputy Head of the Naval Forces of the People's Commissariat of Defense of the USSR. Since 1938, Chief of the Main Naval Staff. Since 1940, Deputy People's Commissar of the Navy for shipbuilding and armament. During the Great Patriotic War, he led the development of new ships and the construction of new fleet vessels. Since 1947, head of the Naval Academy of Shipbuilding and Armaments named after. A.N. Krylova. 12/19/1947, together with admirals N.G. Kuznetsov, V.A. Alafuzov and G.A. Stepanov, was put on trial by the “court of honor” on charges that in 1942–1944 they transferred materials on a high-altitude parachute torpedo to Great Britain and the USA , samples of these weapons, maps of two islands and the southern coast of Kamchatka; was found guilty; sentenced by the Supreme Court of the USSR Armed Forces on 02/03/1948 under Art. 193-17a (“gave conclusions on the possibility of transferring information about the weapons of the Navy to foreign missions”) to 4 years in prison; On 02/20/1950 he was placed in the Kazan psychiatric hospital of the USSR Ministry of Internal Affairs, where he died on 07/12/1950; buried in Kazan at the Arskoe cemetery. Rehabilitated by a Decree of the Council of Ministers of the USSR in May 1953.
