Then he worked at the Leningrad Institute of Water Transport, director of the Central Research Institute of the Marine Fleet, first secretary of the Smolninsky RK CPSU, second secretary of the Leningrad city committee and regional committee of the CPSU.
In 1983-1990 - Chairman of the Executive Committee of the Leningrad City Council, including a deputy of the 20th convocation.
Deputy of the Supreme Soviet of the USSR of two convocations (1983-1989), member of the Central Committee of the CPSU (1983-1990).
Active State Councilor of St. Petersburg III class.
Candidate of Technical Sciences. Author of a number of inventions.
He was awarded government awards and the Order of Sergius of Radonezh.
