Born in 1905 in the village of Mignovichi, Krasnoselsky district, Smolensk region, in the family of a priest; Russian; secondary education; member of the All-Union Communist Party (bolsheviks) since 1929. Employee of the NKVD of the Leningrad District. From 23.03.1936 - lieutenant of state security. Until 09/02/1937 - assistant to the head of the 15th department of the 3rd department of the Leningrad Region Directorate of the NKVD. On 09/02/1937 he was dismissed altogether with exclusion from the register in accordance with Art. 38, paragraph "b" of the Regulation (dismissed altogether). Lived in Leningrad, on Profsoyuznov Boulevard, bldg. 6, apt. 76. Arrested on 07/01/1937. Sentenced on 07/26/1939 by the Military Tribunal of the NKVD troops of the Leningrad District under Art. 17-58-8, 58-10, 58-11 of the Criminal Code of the RSFSR. to 8 years of imprisonment. In October 1939, he arrived at the separate camp point "Vakhanka" in Kolyma. Released on 24.06.1941. Sentenced on 20.08.1941 by the Military Tribunal of the NKVD troops at Dalstroy to capital punishment. Shot on 14.02.1942 in the village of Ust-Omchug, Tenkinsky District, Magadan Region. Rehabilitated by the determination of the Military Tribunal of the Leningrad Military District dated 25.11.1955 based on the 1939 sentence and by the determination of the Supreme Commander-in-Chief of the USSR dated 07.07.1956 based on the 1941 sentence.

On March 19, 2017, in memory of S.P. Chaplin, a personal memorial sign was installed on house No. 6 on Konnogvardeisky Boulevard (former Trade Union Boulevard) as part of the Last Address project.
