Kirov. He supervised the activities of the “twos” and “troikas” who were involved in the extrajudicial conviction of those arrested. At the direction of Kirov, he organized the mass expulsion from Petrograd to Siberia of tens of thousands of people of “non-proletarian origin.” After the murder of Kirov on December 1, 1934, he was removed from office and summoned to Moscow, and after some time he was arrested.
