Born in 1888 in the town of Romny, Poltava Governorate; Jewish; higher education - graduated from the University of Paris in 1914; member of the All-Union Communist Party (Bolsheviks) in 1905-1936. From 1917 a member of the Moscow Committee of the Party and the Executive Committee of the Moscow City Council and the Petrograd Soviet, and a bank commissar. In March 1918, he was part of the Soviet delegation that signed the Brest Peace Treaty, then on the editorial board of the Pravda newspaper. In 1918-1920 he was in military-political work in the Red Army. From 1920, he was the chairman of the Turkestan Commission of the All-Russian Central Executive Committee and the Council of People's Commissars of the RSFSR, the Turkestan Bureau of the Central Committee of the RCP(b) and commander of the Turkestan Front. From 1921 a member of the board, deputy people's commissar, in 1922-1926 People's Commissar of Finance of the RSFSR (since July 1923 - USSR). Since 1926, Deputy Chairman of the USSR State Planning Committee. Since 1928, Chairman of the Oil Syndicate. In 1929-1932, he was the USSR Plenipotentiary Representative in Great Britain, then Deputy People's Commissar and member of the board of the People's Commissariat of Foreign Affairs of the USSR. In 1935 - July 1936, First Deputy People's Commissar of the Forestry Industry of the USSR (released due to transfer to another job). Member of the All-Russian Central Executive Committee and the Central Executive Committee of the USSR. In July 1936, he was excluded from the list of candidates for membership in the Central Committee and from the party by poll. On July 26, 1936, he was arrested in the case of the "Parallel Anti-Soviet Trotskyist Center". Sentenced on January 30, 1937 by the Military Collegium of the Supreme Court of the USSR to 10 years in prison. According to the official version, he was killed by prisoners in the Verkhneuralsk political isolator on 21.05.1939 . He was rehabilitated by the plenum of the Supreme Court of the USSR on 12.06.1988 .
