Genus. in 1882 in Lublin (Kingdom of Poland); member of the RSDLP(M), member of the Bund; incomplete higher education. During the revolution of 1917, he was a member of the executive committee of the Petrograd Council of Workers' and Soldiers' Deputies. At the First All-Russian Congress of Soviets of Workers' and Soldiers' Deputies, June 3–24, 1917, he was elected a member of the All-Russian Central Executive Committee. In October 1917 he became a member of the Provisional Council of the Russian Republic (Pre-Parliament). In October 1918 he left for Warsaw. In the 1920s–1930s, he was a member of the Central Committee of the Bund, one of the party leaders, editor of the party organ, the daily newspaper Volkszeitung, and headed the left wing of the party. In September 1939 he fled to the Soviet occupation zone in eastern Poland. Arrested in Brest on 10/04/1939; in July–August 1940, together with V. Alter, he was accused of connections with Polish counterintelligence and underground Bund organizations and criticism of Soviet-German cooperation and sentenced to VMN; 08/27/1940 VMN was replaced by 10 years of ITL. During interrogations, L. Beria invited them to head the Jewish anti-fascist organization, and on December 12, 1940, both were released. Arrested again in Kuibyshev on December 4, 1941; sentenced by the Supreme Commissariat of the USSR Armed Forces on December 23, 1941 for connections with German intelligence to VMN; committed suicide in the internal prison of the NKVD of the Kuibyshev region on May 14, 1942. Rehabilitated in 1990.
