Born in with. Terenga, Sengileevsky district, Simbirsk province. Primary education. Member of the RSDLP since 1898. Active participant in the February Revolution of 1917. With the outbreak of the Civil War, he headed the political department of the 5th Army of the Eastern Front. After the war, he was in party and economic work: in 1921-1922 - chairman of the Siberian Regional Commission of the Central Control Commission of the All-Union Communist Party of Bolsheviks for the purge of the party; In 1922-1924 - chairman of the Ural-asbest trust in Sverdlovsk; in 1924-1926 - Chairman of the Audit Commission "Grozneft" (Grozny). From 1926 he worked in Moscow: in 1926-1930 - consultant of the People's Commissariat of the Workers' and Peasants' Inspection of the RSFSR in the Eastpart of the Central Committee of the All-Union Communist Party of Bolsheviks, in 1930-1932 - head of the planning group of the Central Archive.
In 1932, Kayurov, together with his son Alexander, created an opposition group that went down in history as the “Ryutin group”. On the basis of this group, on August 21, the “Union of Marxist-Leninists” was created, or rather, proclaimed, which, however, did not last long: in September-October 1932, all members of the organization were arrested.
Arrested 09/15/1932. By the decision of the Presidium of the Central Control Commission of the All-Union Communist Party of Bolsheviks dated October 9, 1932, Kayurov was expelled from the party. By the decision of the court session of the Collegium of the OGPU dated 10/11/1932, he was sentenced to 3 years of exile in the city of Birsk, Bashkir Autonomous Soviet Socialist Republic.
In 1935, Kayurov worked as a carpenter in the Metalist artel. He was arrested again on November 4, 1935. On February 14, 1936, by a resolution of the Special Meeting of the NKVD of the USSR, under article 58-10, he was sentenced to 3 years of exile in Kazakhstan. He died in exile on September 11, 1936.
