Born in Kharkov in the family of an officer. In 1917 he joined the RSDLP(b). From November 1917 to June 1918 he served as an orderly at the headquarters of V. A. Antonov-Ovseenko.
In 1919 - adjutant M. V. Frunze. In the Cheka - since 1920. One of the leaders of the Cheka in the North Caucasus. Head of the Political Bureau of the Cheka of the Kabardian District, Balkar District. Chairman of the Grozny Cheka. In 1936 - 03.1937 People's Commissar of Internal Affairs of the Byelorussian SSR.
12/11/1936 - 02/03/1937 head of the Special Department of the NKVD of the Belarusian Military District.

03/04/1937 arrested in Minsk. He was kept in the Lubyanka prison. Sentenced to death by the VK Armed Forces on 10/09/1937. Shot on the day of sentencing.
Buried at Kommunarka. Rehabilitated by the Chief Military Prosecutor's Office of the Russian Federation in 1996.
