Member of the Central Committee of the CPSU(b) of the 17th congress, member of the Central Executive Committee of the USSR 2-7 convocations.

In the bodies of the Cheka-OGPU-NKVD from 1918. From 1926 to 05/11/1937 - People's Commissar of Internal Affairs of the Ukrainian SSR, from 05/11/1937 to 06/19/1937 - head of the NKVD for the Far Eastern Territory. Arrested 07/07/1937. In a special order by the Military Collegium of the Supreme Court    11/27/1937   sentenced to VMN. Shot on November 27, 1937 in Moscow. Burial place - Kommunarka. In 1999, rehabilitation was denied.
