Genus. 12/23/1891 (according to other sources, born in 1890) in Zmievsky district. Kharkov province. (according to other data, in Kharkov); from the nobles; incomplete higher education, agronomist-economist; member of the Ukrainian Socialist Revolutionary Party; member of the Communist Party (b)U (1920–1934). He graduated from the Kharkov Real School as an external student. Since 1905, a member of the Socialist Revolutionary Party, he was repeatedly arrested. From 1910 in Moscow: he studied at the Shanyavsky People's University, from 1912 - at the Petrovsky Agricultural Academy. Mobilized into the army in 1915. Graduated from the Moscow Aviation School, military pilot, ensign, fought on the Romanian front. In 1917, a member of the Central Committee of the UPSR, elected to the Ukrainian Military General Committee. In 1918, he participated in peace negotiations in Brest-Litovsk from the UPR. Since August 1919, one of the leaders of the UPSR (Borotbists). In 1920 he joined the Communist Party (Bolsheviks) of Ukraine. Plenipotentiary Representative of the Ukrainian SSR in Moscow (1921–1923), Chairman of the State Planning Committee of Ukraine (1923–1925), People's Commissar of Finance of the Ukrainian SSR (1925–1930), Chairman of the Committee for the Protection of Natural Monuments (1927–1930). Since 1930 in Moscow, deputy. Chairman of the Budget Commission of the Central Executive Committee of the USSR. Lived in the Government House (Serafimovicha St., 2). Arrested on January 12, 1934 in the “Ukrainian Military Organization” case. Under investigation in Moscow, Kharkov and Kyiv. Sentenced on 06/04/1934 by the judicial troika at the Collegium of the GPU of the Ukrainian SSR under Art. 54-11 of the Criminal Code of the Ukrainian SSR to 10 years in labor camp. In custody in Solovki (arrived on 08/08/1934), he was kept in solitary confinement in a pre-trial detention center, on a business trip Ambarchik, in 1937 - on a business trip to the Kremlin. By resolution of the Special Troika of the UNKVD LO dated 10/09/1937 he was sentenced to VMN. Shot on November 3, 1937 in Sandormokh (Karelia). Rehabilitated in the case of 1934 on 03/08/1957 by the Military Tribunal of the Kyiv Military District, in the case of 1937 - 04/19/1957 by the Presidium of the Arkhangelsk Regional Court.
