Genus. in 1891 in St. Petersburg; Russian; member of the RSDLP(b) since 1908. In exile together with V.I. Lenin, under whom he performed secretarial duties. Returned to Russia in April 1917. Member of the Presidium of the Urals Council. One of the organizers of the murder of Emperor Nicholas II and his family. In the early 1920s. one of the main party "specialists on the national question." In 1921-1922 Secretary of the Executive Committee, Head Eastern Department of the Comintern. Editor-in-Chief of Leningradskaya Pravda. In 1926-1927 member of the "united opposition". In May 1926, he was sent into “party exile”: appointed 1st Secretary of the USSR Embassy in China; a year later he was sent to work at the USSR trade mission in Constantinople. After refusing to leave in December 1927, he was expelled from the CPSU (b); in 1928 he was exiled to Achinsk. In subsequent years he worked mainly as an orientalist. Supervised the African direction in the Comintern (in 1929-1934, deputy head of the Eastern Secretariat of the ECCI). In December 1934, he was arrested in connection with the Leningrad Center (Zinoviev opposition) case. On 01/09/1935, after the trial in this case took place on 12/28/1934, the materials regarding a number of those arrested were separated into a separate proceeding - “the Leningrad counter-revolutionary Zinoviev group of Safarov, Zalutsky and others.” Sentenced on January 16, 1935 by the OSO under the NKVD of the USSR to 2 years of deportation. On 12/21/1936 he was again sentenced by the OSO under the NKVD of the USSR to 5 years in labor camp. In 1937 in VorkutLag (OLP Adzva), then transferred to Moscow. Sentenced on 06/27/1942 by the OSO under the NKVD of the USSR to VMN. Shot on July 16, 1942. Rehabilitated in 1991
