Born in 1883 in Mogilev; higher education; member of the All-Union Communist Party (Bolsheviks). In 1922-1930 - USSR Plenipotentiary Representative in Germany. In 1930-1937 - Deputy and First Deputy People's Commissar of Foreign Affairs of the USSR. In March-May 1937 - Deputy People's Commissar of Justice of the USSR. Lived in Moscow. Arrested on 29.05.1937. Sentenced by the Supreme Commander-in-Chief of the USSR on 13.03.1938 on charges of participating in a counter-revolutionary organization and espionage. Shot on 15.03.1938. Place of burial - Kommunarka, Moscow Region. Rehabilitated on 08.06.1963 by the Supreme Commander-in-Chief of the USSR.
