Род. в 1894г. в г. Колебяки Полтавской губернии, где жил до 1914 г. Скорее всего, из семьи крещеных евреев-мещан. Владел латинским, греческим, французским, английским, немецким, итальянским языками. В 1914 г. поступил в Харьковский университет, где учился до 1916г. В этот период был связан с группой максималистов, несколько статей представил для публикации в нелегальном журнале этой группы “Метеор”. В 1916г. мобилизован и отправлен в Царицынский студенческий батальон, а затем в 1-ю студенческую школу прапорщиков в Одессе. После ее окончания, в январе 1917 г., служил в Екатеринбурге комвзводом. Через 17 дней по прибытии в полк был арестован за антиправительственную агитацию. После отсидки на военной гауптвахте был под конвоем отправлен в дисциплинарный батальон г. Осташкова. По дороге туда его застала Февральская революция. Гольман остался работать в Петроградском исполкоме. В марте примкнул к эсерам-максималистам. Одним из первых его боевых заданий стал арест генералов в Осташкове. До 05.05.1917г. работал в иногороднем отделе и солдатской секции Петроградского совета, после чего был делегирован в сопровождении одного солдата и одного матроса в Могилевскую губернию.По приезде в Могилев Гольман был избран председателем губернского Совета и занимался организацией Советов по всей губернии. Во время Корниловского мятежа был арестован наряду с несколькими большевиками, хотя в то время им еще не был. После предъявления обвинения в измене содержался под стражей с 19 июля до Октябрьского восстания. После отказа выступить перед солдатами в защиту Корниловского переворота был избит и лишен пищи, о чем сообщалось в газетах “Известия” и “Новая жизнь”. Освобожден 27.10.1917 г., после чего уехал в Петроград. В ноябре снова вернулся в Могилев, где принимал активное участие в организации Красной гвардии и деятельности Советов. В ноябре 1917г. был делегирован от Могилева на Всебелорусский съезд в Минск, который был разогнан военно-революционным комитетом Минска после того, как большинством голосов была принята резолюция о независимости Беларуси.
В январе 1918г. на губернском съезде Советов был избран председателем исполкома. В феврале принимал участие в командовании регулярными частями Красной Армии в боях с корпусом Довбор-Мусницкого. После эвакуации из Могилева прибыл в Орел, а оттуда в Симбирск, где по предложению местной фракции левых эсеров и максималистов был избран товарищем председателя горисполкома и губвоенкомом. В это же время он выполнял и обязанности секретаря бюро симбирской группы максималистов. В августе 1918г. командирован губисполкомом для организации комитетов бедноты и подавления кулацких восстаний. В сентябре, после покушения на жизнь Ленина, Гольман от своего имени и от имени рабочих-максималистов опубликовал декларацию под заголовком: “От левого народничества к революционному марксизму”. После этого без рекомендации и кандидатского стажа он был принят в члены компартии.
В октябре назначен председателем ревтрибунала и членом тройки от губкома, до 1920г. избирался в члены губкома партии. В 1918–1919гг. являлся ректором Пролетарского университета, редактировал местную газету и сотрудничал с журналом “Коммунист”, затем заведовал губернским отделом народного образования и был ректором Госуниверситета имени Ленина.
В 1921 г. по постановлению секретариата ЦК РКП(б) командирован на Кубань, где назначен председателем чрезвычайного штаба по выселению буржуазии в Кубано-Черноморскую область. В конце года откомандирован в распоряжение ЦК и направлен на работу в Восточный отдел Коминтерна.
Через некоторое время направлен представителем Коминтерна для работы в Турцию, где составил проект программы Турецкой компартии. После 9 месяцев раскрыт турецким правительством и выслан из страны. После IV Конгресса Коминтерна с аналогичной миссией послан в Персию, однако здесь его рассекретили в течение месяца.
После возвращения Центральным Комитетом партии был направлен в качестве экономиста-референта в иностранный отдел Главного выставочного комитета.
В ноябре 1923г. стал вольнослушателем Института Красной профессуры, который окончил в 1927г. В это же время работал секретарем партийной ячейки Госплана СССР. Здесь же ведал редакционно-издательским отделом, был первым ответственным редактором журнала “Плановое хозяйство”. В конце 1924 г. назначен ответственным инструктором отдела печати, а в 1926г. переведен руководителем партийной работы в Хамовнический район Москвы.
В сентябре 1927г. новое назначение – в Минск. Здесь до 1929г. работал доцентом, а затем руководителем кафедры мирового хозяйства Белорусского университета. Написал десятки работ по политэкономии и экономике, многочисленные статьи по экономической и общественно-политической тематике.
В 1929г. арестован и обвинен в контрреволюционной агитации и пропаганде, отбывал ссылку сначала в г. Ишиме Тюменской области, потом в селе Балаганское Иркутской области, а с сентября по октябрь 1931г. – в г. Енисейске Красноярского края. С июля 1934 по июнь 1936г. – в Архангельске. Последнее место - Воркутинский лагерь. После обвинения в организации голодовки троцкистов - заключенных “Воркутлага” и в подготовке контрреволюционных выступлений в лагере осужден тройкой при УНКВД Архангельской обл. 27.12.1937г. по ст. 58-10 ч.1 УК РСФСР к ВМН. Расстрелян 01.03.1938г.
