Tsulaya Karlo Kalistratovich

Definition: Chairman of the People's Control Committee of the Tsalenjikha region (from January 1970 to 03/30/1973).

From January 1970 until his arrest on March 30, 1973, he worked as chairman of the People's Control Committee of the Tsalenjikha region. In June 1973, the visiting session of the Supreme Court of the GSSR considered the case on charges of Kardav of giving a bribe and Tsulai of taking a bribe. Both were convicted of bribery under Article 189 of the Criminal Code of the Georgian SSR and sentenced to 10 years in prison. Only in the camp was Tsulaya able to obtain a medical examination and the drawing up of an act on the nature of the burns on his arm: the judge refused him this. Act No. 2/675 dated 04.10.1973 and the complaint were sent to the Prosecutor's Office of the GSSR. In the complaint, Tsulaya wrote that in April-May 1973 he was in cell No. 40 of the second building of the Detention Facility No. 1 of Tbilisi, where he was beaten and that his testimony and the testimony of his accomplice Kardava were obtained during the preliminary investigation with the help of torture carried out in special cells of the Detention Facility by special prisoners. The complaint reported facts of torture applied to other prisoners. Tsulai himself was tortured by prisoner Yu.G. Tsirekidze.
