Garin Vladimir Nikolaevich
Deputy Head of the Leningrad Region NKVD, Senior Major of State Security (1936-1938)
Born in 1896 in Kharkov in the family of a priest. Graduated from the art school in the class of architectural drawing (1913). In 1914-1917 in the Russian army, in 1917-1918 in the Red Guard. In 1918-1919 Commissar of Finance of the Zolotonosha district (Poltava province). Member of the RCP(b) since 1919. In 1919-1921 he was the head of Special Department No. 3 of the All-Russian Extraordinary Commission of the 13th Army, the head of military control point No. 5, department of the Special Department of the All-Russian Extraordinary Commission of the 12th Army, inspector-organizer, acting head of the active part, assistant to the head of the Special Department of the rear of the 14th Army, the head of the Secret Operational Part of the Podolsk Provincial Cheka. In 1921-1922, he was the head of the Secret Operations Unit, assistant, deputy head of the Special Department of the All-Russian Extraordinary Commission-GPU of the Kyiv Military District, and a member of the Military Conference of the Kyiv Fortified Region. In 1922-1923, he was the head of the Secret Operations Unit of the Podolsk Provincial Department of the GPU, acting head of the Podolsk Provincial Department of the GPU, and head of the Podolsk Border Detachment of the GPU. In 1923-1925, he was the head of the Secret Operations Unit of the Odessa Provincial Department of the GPU. In 1925-1929, he was the head of the Kharkov District Department of the GPU, head of the 1st Section, assistant to the head of the Special Department of the OGPU of the Ukrainian Military District, head of the Counterintelligence Department of the GPU under the Council of People's Commissars of the Ukrainian SSR, and deputy head of the Special Department of the Ukrainian Military District. In 1929-1930 Head of the Secret Operations Directorate of the OGPU Plenipotentiary Representative for the Siberian Territory, Deputy Plenipotentiary Representative of the OGPU to the Council of People's Commissars of the USSR for the Siberian Territory. In 1929-1930, Head of the Novo-Sibirsk Okrotdel of the GPU. In 1930-1931, Deputy Plenipotentiary Representative of the OGPU to the Council of People's Commissars of the USSR for the East Siberian Territory. In 1931-1933, Deputy Plenipotentiary Representative of the OGPU to the Council of People's Commissars of the USSR for the North Caucasus Territory. In 1933-1934, Plenipotentiary Representative of the OGPU to the Council of People's Commissars of the USSR for the Tatar ASSR. In 1934-1936, Head of the NKVD Directorate for the Tatar ASSR. In 1936-1938, Deputy Head of the NKVD Directorate for the Leningrad Region. In 1938-1939 Head of the Administration of the Soroka Correctional Labor Camp of the NKVD (Karelian ASSR).
